Since 2.0 there is a difference in offline shield charging speed, here is all data regarding offline and online shield charging speed for regular, prismatic and bi-weave shields.

Different class shields have different offline charging speed. Here I will take a look at the difference between A3 A4 A5 A6 and A7 shields on Anaconda with almost same shield strength - 600 MJ each.

Offline shield recharge rate regarding PIPs to SYS. How many PIPs to SYS Fer-de-Lance with Class 6A Power Coupling requires for Bi-Weave or Regular shields to come back online at maximum recharge speed?

There is new shield generator in the game since 1.5 update called Bi-Weave, which requires less power but has faster regeneration speed at expense of shield strenght.

Anaconda has strongest shields but Sidewinder - weakest. With shield boosters Anacondas shields can gain even 160% in strength because Anaconda has 8 utility mounts. Vulture and Fer-de-lance has power issues that's why their base shield is so strong - you will not be able to fit powerful weapons, best modules and use shield boosters at the same time.

2 Anacondas, one equipped with 7A Shield and 8 Class A Shield Boosters, providing a maximum Shield value of 1,547 MJ (from EDShipyard); the other equipped with 8 different weapons at a time and fired at the other’s shield from 500m. The receiving side cleared the SYS capacitor and set 0 PIP to SYS. The firing side start with full WEP capacitor and set 0 PIP to WEP. The firing side used Contacts panel to check opponent’s shield percentage and record at each start and end %. We also recorded the energy used to fire and recorded video to analyze the time used to fire.

Using 2 Anacondas with 6A shields, we tested all Class 1 to 7 Shield Cell Banks (SCB) and their actual charge values in MJ. Class 8 SCBs were not tested yet because they are only usable in a Lakon Type-9.

Shield boosters will add all their multipliers first then apply them at once. A modifier of 1.2 really means just add 20% more shield strength.

With the next tweaks of shield cell banks (coming soon(tm)) the spool up delay has also been increased from one second to five.

The shield formula is pretty simple. Take the base strength, look at the difference between hull mass and optimal mass and create a modifier to the base strength based on the linear interpolation between the shields best and worst modifier depending on whether you're over or under weight.
